[1] It's Tuesday, October 31st, and this is your morning wire afternoon update.
[2] Israeli officials say an airstrike that damaged a refugee camp in northern Gaza killed a senior Hamas commander earlier today.
[3] According to an Israeli defense force statement, senior Hamas commander Ibrahim Bari has overseen all military operations in the northern Gaza Strip since the IDF entered.
[4] The IDF says Bari was behind several other attacks.
[5] attacks over the past two decades.
[6] The strike that killed Biari hit the intensely populated Jabalya refugee camp.
[7] The IDF says terrorists built underground infrastructure beneath the camp using the refugees as human shields.
[8] The news comes after the IDF says that two of their soldiers were killed today as Israel's ground operation moved further into the Gaza Strip.
[9] During a hearing on worldwide threats today, FBI director Chris Ray told the Senate's Homeland Security Committee that the Hamas attacks on Israel could motivate similar threats here in the U .S. Ray says that in the past few weeks, several terrorist groups have called for attacks against Americans and the West.
[10] The FBI director has said that lone wolf attacks are the utmost concern in the U .S. intelligence community.
[11] Here's Ray.
[12] We have kept our sights on Hamas and have multiple ongoing investigations into individuals affiliated with that foreign terrorist organization.
[13] And while historically our Hamas cases have identified individuals located here who are facilitating and financing Hamas' terrorism overseas, we're continuing to scrutinize our intelligence to assess how the threat may be evolving.
[14] Ray also called out Iran as a rising threat, referring to the country as the world's largest state sponsor of terrorism.
[15] The Iranians, for instance, have directly, or by hiring criminals, mounted assassination attempts against dissidents and high -ranking current and former U .S. government officials, including right here on American soil.
[16] Police in the U .K. are investigating the death of Adam Johnson, an American hockey player who suffered a fatal cut across his neck from another player's ice skate.

[18] South Yorkshire police said Monday that they were still on the scene and looking into the circumstance that led up to the incident.
[19] Police are also asking that the public avoids speculating about the incident while the investigation continues.
[20] 29 -year -old Johnson was playing for the Nottingham Panthers in a Champions Cup game on Saturday when he suffered the fatal wound.
[21] He was pronounced dead at the hospital.
[22] Johnson, a Minnesota native, also played for the Pittsburgh Penguins, where he appeared in 13 NHL games.
[23] In reaction to the incident, the English Ice Hockey Association is requiring all players in England to wear neck guards from the start of 2024.
[24] A Southern California wildfire forced nearly four.
[25] A southern California wildfire forced 4 ,000 people out of their homes on Monday as strong winds spread the blaze through a rural area near Los Angeles.
[26] The newly named Highland Fire started around 1 p .m. in the dry, brushy hills near Aguonga.
[27] That's an unincorporated area in Riverside County.
[28] According to officials, the fire had grown to 3 .5 square miles as of early Tuesday.
[29] Nearly 1 ,300 homes and around 4 ,000 residents were ordered to evacuate.
[30] So far, there have been no reported injuries.
[31] While the region has a small population, it is home to several horse ranches and a large mobile home park.
[32] While several homes were damaged in the blaze, one man told Fox 11 in L .A., his farm could have been lost, if not for fire crews.
[33] They saved my house.
[34] More importantly, they saved all my rehomed animals, my 19 goats, my geese, my turkeys, my ducks, my chickens, the rabbits, chuckers.
[35] The fire all the way around the house, burnt my neighbors to the north.
[36] and to the south.
[37] Newly released body camera footage shows Maui police officers racing to evacuate residents during the deadly wildfire that devastated the historic town of Lahaina.

[39] The 16 -minute video, which compiles parts from hours of footage, shows officers going door -to -door asking residents to leave their homes.
[40] The urgency of the officers grew as the flames got closer.
[41] A total of 97 people are confirmed to have died in the wildfires, while more than 2 ,000 buildings, the majority of them homes, were destroyed.
[42] Video also shows the fire response that evening where visibility is badly clouded by smoke and officers can be heard coughing.
[43] The cause of the fire is still under investigation, but Hawaii's governor told CBS last month he believes climate change is largely to blame for the blaze.
[44] The Biden administration is taking a new approach to address student loan forgiveness just months after the Supreme Court shot down a different student loan relief plan proposed by the president.
[45] The Education Department revealed its proposal for student debt relief on Monday, which selects borrowers based on four different categories.
[46] That breaks down to those who have loans that exceed the original amount, those who started repayment 25 years ago or more, those whose career training led to unreasonable debt loads or provided insufficient earnings, and those eligible for other repayment plans but have not applied.
[47] The Education Department says it's also considering relief for a fifth group of barrenings.
[48] borrowers, quote, experiencing financial hardship that the current student loan system does not currently adequately address.
